For my case, it was honestly, quite straight forward and easy.
So at one point I had to leave Singapore (while still holding my current LTVP - the one I got after I graduated, none extendable, read the blog post here), and I would be returning to Singapore after the expiration date. So I had the obligation to return the LTVP to ICA before anything. And if I want to enter the country again, it will be under a visit pass (as tourist), and I would need to reapply for another LTVP if I'm eligible under the new circumstances (no longer under fresh grad).
So here's how I returned my LTVP - this is around August 2015, so it's still pretty recent, but I won't be held responsible if they do change any procedures afterwards that I don't know of.
I didn't go to ICA, I didn't send in any forms before I left. I went to the airport (Terminal 2) on the day of my departure, checked in, and proceeded to the gate through immigration. Then:
- Stated to the immigration officer that my LTVP is expiring soon, and I would be returning to Singapore on a date after the expiration date.
- They then directed me to proceed to the ICA division that was placed right at the ariport. In this case it happened to be exactly on the far left side of the immigration counters.
- There I filled in a simple form, stating that I am leaving the country, and that I have returned your LTVP to ICA.
- The officer then took my LTVP card and filled form, and they said that they will be sending it back to the ICA building (located near Lavendar MRT). And I was done. The cancellation upon return seemed immediate.
Please take note, it is very important for you to return your LTVP, as to not be lost, or worst used illegally by the wrong party.
